It was erected in 1892 in memory of late Col E.C. Hastings, C.B, who died on 2 Dec 1884. The memorial had inscriptions in three languages: English, Persian and Pashto.

Col Hastings dedicated two decades to administrative roles in Peshawar. He also supervised the compilation of "Tarikh-e-Peshawar," a comprehensive urdu report/ gazetteer detailing the region's history and administrative aspects.
