Everyone in KPK which i met is tired of this TTP terroism no one in their right mind there supports it still army fanbois will tell you the problem is the people of KPK and not the incompetence and lack of seriousness of Pak Army with tackling this problem only in Balochistan the local baloch give cover to the BLA
There is another problem to it which I have highlighted in this thread. The state ISNT some efficient omniscient apparatus which can respond immediately. Nor is it staffed uniformly with both competent and honest individuals.
So, the locals are at times right when they are tired of seeing TTP but then they ask the state to respond - and it takes 2 months(during which they eventually have to compromise with TTP elements or face death) for the state to respond and when it does respond it finds nothing because its already too late or it goes into smash mode on whatever is left INCLUDING the locals which in turn creates more anger for the state.
The first response to TTP cannot be the Army coming in after multiple channels have been used, stamps sent up and down, triple checked, every other officer protecting their procedural backs.
Local LE - ideally Police commandoes and so on need to be able to respond in such ferocity that TTP dare does not operate OR that local political/civilian mechanisms are well integrated to where they can address something through a simple Jirga.
That too needs LOCAL decision making.
When you have institutional imbalance and years of ruin - you cannot expect that.
Ironically, and sadly - you are seeing this in Punjab where provincial elements can still respond faster to crises even with a more responsive military presence there.
The BLA is another problem. You do NOT have China's advantage.
So, if you want to take the "hard state" approach to solve everything - you cannot have on and off brutal suppression and rebuilding because it has the opposite effect of pacification. You will(and are) seeing the same result in KP - today you have a lot of Baloch diaspora overseas working as a full blown lobbying and financing network for BLA.
Second, if you must do such brutalism at least have the ability to do mass surveillance and communications blackouts - you can only laughably do that in major cities - So in no way does the fantasy of "hard state" translate to your ground realities. How many of the Jaffar express attackers had family members picked up and disappeared??
Problem is simple- you have mental KHURPAS who cannot think beyond their boxes, who take every word of dissent as offense and decide to do everything from Vigo Dalla with torture(amplified by their political toadies) to gunned bodies or worse..
If you want BLA To go away - check out what happened to Aceh post 2005.
Try that - keep TTP out of that structure.

2. EVERY party allowed to contest elections - not federally supported Sardar lineage.
Today you have MPAs who have tribal territories in their constituency which THEY CANNOT REALLY WORK IN. You are trying to reconcile a British inherited system with a patchwork of grassroots politics you never really cared to implement.
You need a new structure for Balochistan that is UNIQUE to how Balochistan works.
3. 70% resource revenue retention for Balochistan - Whatever representatives they elect - even if it is 70% former BLA _ they get to decide contracts and who works where.
Do you know what happened in Aceh? It was very painful for Indonesia at that time to see former anti state insurgents take leadership.. but unlike our so called Gujjars, Rajputs, and other martial race tatoos across ethnicities or rather those with contracts running directly into their pockets - the Indonesians bit their tongues and despite their reservations against it - let it be.
Its not like Aceh is some powerful arm defending Indonesia providing billions to the state's progress.. BUT they are not sending people to kill Indonesian soldiers and Indonesians. Eventually most Baloch will have their own identity, cultural aspect and so on, but they will pay taxes , they will participate in national elections and they will join the Army as well.
There are a billion other layers to what needs to happen, but compared to the approach being taken with Balochistan today or KP today - probably worth a shot unless we factor in how people within the establishment are willing to sacrifice Pakistan's future for their current contract in which they funnel out money to properties in Dubai or US.
