They are far more competent than Pakistan, they are simply short of resources given their geography and small population. This is admitted by Pakistani defence journalists where they've outmaneuvered Pakistan in several areas. Tribalism is a feature of Afghanistan's society, not really a bug. It will evolve over time. Just like feudalism in interior Sindh, however I don't know if that will ever change given PPP.

Till now, Pakistan have tried that there is a government in Afghanistan that is friendly towards Pakistan. But I think last 79 years is enough of data for us to conclude this experiment with remarks "the experiment failed. Expected results couldn't be achieved". And maybe move toward something that is achievable and will instead bring more stability. That is balkanisation of Afghanistan.
