Fatah-II (ARFC) and Smash (Navy) are structurally same missiles and basically meant to be deployed by both branches just as Taimoor is going to be used by both PAF and Navy. The reason being joint deployment and cross service integrated ops as well as increasing production output. You can take the JASSM (Air-to-Surface) and LRASM (Anti-Ship) by Lockheed Martin as an example. Both are standoff cruise missiles where JASSM is primarily used by US Airforce and LRASM is used by US Navy.
How will Navy fire Taimoor?
 
So far we haven't seen the two stage Fatah I (confusingly also called Fatah II), at least there's been no official release of test or whether it was used in May last year. But for 1,000km and above strike option we could develop a two stage system based on the current two barrell Fatah II system.
