Maybe to prevent hacking. Many military websites in USA and UK have blocked Pakistani ISP's for same reasons

Its not working in Braxil, Singapore and Australia.
There are websites who will check for you if a URL is working in such and such locations or not.

Not just PAC but a lot of government websites have started doing this. HIT and MODP have removed the restriction only recently.
