Its working fine through my ISP. Maybe its blocked or restricted to your ISP?

Website has GeoLocation blocking enabled. UK, USA is blocked.

Maybe to prevent hacking. Many military websites in USA and UK have blocked Pakistani ISP's for same reasons

May be its only working in Pakistan.
Not working in most other countries, including UK .

may be they believe that foreign spies could get info about top secret projects

Its not working in Braxil, Singapore and Australia.
There are websites who will check for you if a URL is working in such and such locations or not.

Not just PAC but a lot of government websites have started doing this. HIT and MODP have removed the restriction only recently.
