This is not "a right track." It's merely a compromise based on some existing conditions. ------ This refers to measures to convert existing artillery shells into loitering munitions.
From an economic and technical perspective, in long-range attacks, using howitzers to fire shells at the target location is the most economical, simplest, and most effective method. The accuracy of existing howitzer firing technology is already sufficiently high, and cost control is also very good.
If we were to convert the warhead into a loitering munition separately, using the accuracy, range, and cost of howitzer firing as a benchmark, the cost of such a conversion would be several times higher than the cost of the howitzer firing method. If we were to reduce the cost, the actual combat effectiveness would also decrease.
Furthermore, you must first ensure that you have a sufficiently powerful and large production capacity to reduce the cost of the conversion kit. The United States cannot do this! Pakistan cannot do this either!
The reason China developed this kit:
In its early stages, China primarily used 152mm howitzers and produced a large stockpile of ammunition. Later, we began to widely adopt 155mm howitzers. This resulted in a large amount of 152mm ammunition becoming surplus and unusable.
Therefore, we developed this type of conversion kit to make full use of the large inventory of 152mm shells. However, the conversion kit prioritizes economic efficiency, maximizing cost control, and does not emphasize technological advancement. At the same time, these loitering munitions are mainly used by UAVs to provide wide-area fire coverage. This is only possible due to China's vast industrial capacity, which allows for cost control within an acceptable range.
If developed and produced from scratch (without utilizing any existing inventory), this method of converting artillery shells into loitering munitions is not "a right track."
