There is no such clause in MTCR. If a export missile is MTCR compliant then it will have that 300 km range regardless of who buys it.

Coming back to the topic, US still has more than 4000 Cruise missiles. Just shows these missiles are still effective, however, a good number if required. In Pakistan's case, about 500 missiles will be good number.
