Why count it as a victory merely because a few aircraft were hit, while ignoring whether command-and-control facilities, airbases, radars, and other military objectives were actually affected?

To me, neither side can reasonably claim an outright victory based on such selective evidence. Aircraft losses are only one part of assessing the outcome of a military operation; the broader objectives, damage inflicted, operational effects, and strategic results also matter.
