many factors involved. first of all other regions dont have border with them, second there are same people on both side of border and has family relations e.g shinwari and afridi are also there on the other side of afghanistan. but these two are minor issue the big problem was it started from 1979 these mujahideen were trained by PAK and USA combined and later after naik muhammad the very same people became TTP, then they have sophisticated weapons and men power and funding that local people with very much resistance could carb them. more than 2500 people died only in khyber agencey when fighting mangal bagh and trying to curb them between 2005 and 2015. then there were no schools, development and job opportunites not even these people have genuine islamic madrassa knowledge there. Until 2017 there was no road in half of khyber agency especially in Tirah valley. people used to go through mules. there were no schools. and there are many other reasons too
