Where does it state this? 12 seems very small number for $1.6 Billion, even if you include weapons, training etc
1st tranche brother. Definitely more to come. 1st tranche worth nearly 500mUSD.

Turkish Aselsan has started developing a RF seeker, AGRAS-200AA, for Pak-Turk Joint BVR missile. The missile will have a range of ≈180km. PAF JF-17, J-10C and Turkish F-16 will be able to fire it.

Im not sure PAF will be allowed to integrate foreign missiles to their F-16s without US Approval (which wont happen). As for the missile itself, is this supposed to be FAAZ-2 or Gokdogan/Gokhan?

Night vision "integrated" with Mirage V (atleast 2 decades ago). These were specifically converted for night strike role in the late 90's.

In 1965 the PAF faced a deficiency in the number of bombers to mitigate this issue PAF C-130s were converted to carry 10,000 kg of bombs, which were rolled out on pallets from the rear ramp, and over 21 night-time bombing raids were flown against Indian forces approaching for the Battles of Chawinda and Pul Kanjari.
