Pakistan Army buying Embraer Lineage 1000 Business Jet?

Because the ECC categorically mentions it for Pakistan Army. Do a Google to read the Dawn News report as well. It s not for any other service. Besides with the petty monies reserved, it will not buy any used Lineage 1000 aircraft
I am reading the GoP notification which clearly mentions that it is for "Defense Services". Second, in all likelihood it is a second-hand unit, thus the initial amount may just be an installment.

Also, as many other posters are suggesting, this aircraft does not fit the profile of aircraft in Pakistan Army Aviation, but it does for the Pakistan Navy. Just trying to connect the dots logically.

"Currently Pakistan has inducted 2 new Sea Sultan Maritime Patrol Aircraft for Anti Submarine warfare, Anti-surface warfare (ASuW). Search and Rescue. Maritime Intelligence, Surveillance and Reconnaissance (ISR). Targeting support for naval assets.

Pakistan has used Embraer Lineage 1000E and purchased existing mission systems, radar and sensors, weapons integration from Leonardo and developed a mature MPA. Technology wise it is very similar to Saab Swordfish. This Will give Pakistan an edge in submarine hunting missions and keep Indian Navy <at> bay in case India ever decides to blockade them. Pakistan is working towards configuring the Sea Sultan with homegrown weapon systems. For example, the Pakistani defence industry recently revealed the Rasoob 250 ALCM and Eghraaq lightweight torpedo (LWT).
Total 8 planes are on order with 2 delivered, which will be replacing P-3C Orion and complement RAS-72 MPA."

I think we are at 3 delivered but that still leaves 5 more units, if not more, on the table to be acquired.

https://www.dawn.com/news/2042201. PN budget approval is seperate in the ECC report

The second summary approved Rs1.094bn for the induction of a luxury executive jet (Lineage L-1000 aircraft) into the army fleet, while the third allocated Rs29.139bn for Project Istaqlal. “The approvals are aimed at meeting essential operational requirements and supporting national security priorities,” the official statement said.

You are quoting a non-official newspaper while I am quoting the official GoP notification.

Leaving the half-ass reporting aside, the logic of where such a platform fits is with the Navy for reasons shared above.
I could be wrong but seems unlikely that the PA would go for a massive aircraft like this.

Second, you may or may not know, after the Zia-ul-Haq, ACM Mushaf Mir mishaps, none of the services use large aircraft for VVIP movement because of the implications for national security. So having a 20-seat executive jet makes little sense. The PAA and PAF fleet already have enough smaller fast executive jets for ferrying their respective leadership.

Why can't they buy a second hand plane? Or buy a second hand ATR and hire PIA pilots to fly it part time?

Army has recently tendered for an ATR 500-72 on FOB basis for that particular requirement

This is in all likelihood a second-hand aircraft. All 3 of the Sea Sultans are refurbished aircraft so this could be the fourth.
