Could be a way for Emiratis to take the heat off themselves while supporting the LNA If the deal is real then it's definitely more then just jets and trainers for $4 billion+
 
Which particular visit are we discussing here?

Because CDF (and many other civil/military appointments) have the statutory mandate to standalone meet foreign civil/military dignitaries as representatives of the government to discuss business under their purview as specified in the Rules of Business, 1973.

They can lay the groundwork but can not ink any agreement which is eventually officially done via Foreign Ministry and Prime Minister.

Chief of Army Staff and Chief of Defence Forces Field Marshal Syed Asim Munir on Tuesday underscored the need for comprehensive multi-domain preparedness to address Pakistan’s complex and evolving security challenges, according to the Inter-Services Public Relations (ISPR).

The field marshal was speaking during a visit to the National Defence University (NDU) in Islamabad, where he was briefed by panels of civil and military participants of the ongoing National Security and War Course on academic assessments of national security challenges and possible responses.

During his interaction, Field Marshal Munir outlined the changing global, regional and internal security environment, noting that Pakistan faces persistent challenges across conventional, sub-conventional, intelligence, cyber, information, military and economic domains.

He said addressing these challenges requires continuous adaptation, close coordination, and synergy among all elements of national power.

The field marshal observed that hostile elements increasingly rely on indirect and ambiguous methods, including the use of proxies, to exploit internal fault lines rather than engaging in direct confrontation. He stressed that future leaders must be trained to recognise, anticipate, and counter such layered and cognitive threats.
 
He also emphasised the importance of clear decision-making under uncertainty, describing intellectual resilience as a critical attribute for operating in today’s contested and diffused security environment.

Field Marshal Munir lauded the role of NDU as a premier institution for developing strategic thinkers, capable of translating academic insight and professional training into effective policy formulation and operational outcomes.

He said professional military education remains central to strengthening institutional capacity, fostering indigenous capability, and ensuring long-term national resilience.

Concluding his address, the field marshal appreciated the panels’ analysis and urged participants to remain vigilant, adaptive, and committed to the values of integrity, discipline, and selfless service.

There is a lot less credit given to what was accomplished but also lot less accountability for what was left to run “uncontrolled” and especially the lack of communication.
