Pakistan needs a civilian reserve/militia in all areas near the border. During war their task would be raids into India and guerrilla warfare inside Pakistan if needed. At least a 2.5 million strong militia is needed. Cheap drones, loitering munitions, and missiles are effective but still limited in what they can achieve. Russia-Ukraine war and now Iran-USA war shows the importance of manpower. With Pakistans potential manpower reserves, it can afford to lose a few hundred thousand volunteer fighters in the war. Pakistan has a higher population density near the border than India. It can mobilize more locals and organize raids deeper inside India because of this.
Also, a Hezbollah or Houthi type group needs to be established in Bangladesh and to counter India. Their goal would be to open another front against India in any future war. Loitering munitions should be provided to this group to use against India in any future war. Indias large area means there’ll always be gaps in its air defences.
