Hence resorting to proxies, kissing Taliban butt holes, issuing daily NOTAM’s and threatening to block water.The problem with Modi trying to doing something again, is his options are limited. As of now, they have between 4-8 of the Rafales shot down. Their Su30MKI fleet is next to useless in air-to-air, and their value is as an SOW launcher. India will not try another aerial campaign against for the PAF for a few years, if not a decade until they fix their problems.
India could try a naval blockade but that is not theatrical enough for PR purposes etc, and land invasions are off the table.
Modi's sole operating window against Pakistan was the IAF and that has been neutered for some time until they can fix their issues.
I honestly don't see Modi trying anything "alone". If he can convince the IDF IAF to join in, then maybe but we then have the Makkah Pact for that, so India's choices are limited to cruise missiles + SOW and Pakistan reply with its own rocket force. Will having rockets land on New Delhi be a good look for Modi during elections ?
