They knows that human life isn't valued in Pakistan. TTP,TTA, BLA all doing ruthless killing for last 5 years. And no one knows what to do. So they are trying their luck in same way.

Agreed. They are dying to salvage looted Izat, but for the time being at least have no options for face to face fight. Hence resorting to proxies, kissing Taliban butt holes, issuing daily NOTAM’s and threatening to block water.
 
I think watching our territorial waters (sea) is an important vector, this time they may try to come thru waters
Hope the Pakistan Navy is also fully ready for any misadventures by the stupid moditvas as well bcaz they think they have advantage at sea.
Airspace monitoring too as they can target civilian airliners to get some hits.
