Why would america or the west allow indian to become a global manufacturing powerhouse? america and the west don't want another China.

Many in the US investor class what to get their profits from another country modernizing/industrializing. They loved the record profits from China and want another generation of returns like that. Unfortunately, for India, they are up against a behemoth like China that will give the US a deal to hold onto manufacturing contracts.

There are only 3 ways to win as was spelled out in the 2011 movie Margin Call; be first (China beat them there), be smarter (China has a huge lead), or cheat (this could be where modi will have to give concessions to get a share of the business).

Now is the time Pakistan needs to up its skill level of its workers and undercut the Indian workers, internationally. This and integrate into the Chinese supply chain, build that railway to China (link with Central Asia, Russia, and Europe) and wall off the Afghans that sided with India in this conflict.
