Yes, I definitely believe that if Pakistan produce lots of top tier talent, top-tier products and even some innovation then Arabs will be the first to purchase, and I personally think Pakistan should not ever sell
But, I think you should perhaps seek out an Arab perspective on this, when it comes to business matters they are far more secular and pragmatic,

I am deep down an optimist. And I see a clear path for Pakistan to tap into the Arab world's street, which has turned against India since the Gaza conflict and are now in favor of Pakistan. And that street is not all that 'street', as I said. They have the time and the luxury to create 'content' and post in blogsphere, post comments to Twitter, YouTube etc to express their support for Pakistan and I bet they are in tens of millions. They are Pakistan's natural allies--allies which would help Pakistan when Pakistan will provide competent professionals, and in that regard, I believe the reforms under Musharraf in Pakistan's Higher Education system have borne some fruit.
But, unfortunately, as is common, too many people are stuck in the 'present' and not thinking about the 'future'. Much is changing rapidly in the geopolitics and public perception of nations. In case of Pakistan, its low point came in early 2010s but now it is India's low point starting last few years. Things change and it is good keep your fingers on the pulse of the changing world.

And one thing people don't understand fully: The bailing out of Pakistan by the rich GCC Arabs and even by the Chinese is near exhaustion and thus we have this brutal 'hybrid' form of government where the focus is on reviving the economy. People don't know how close Pakistan was to a financial 'default' barely 2-3 years ago with all its consequences. But then the expat Pakistanis, especially in the richer Western countries, were in their La La Land of Nero Playing the Flute while the Rome would burn.
The path forward is clear in my head: A stable system for at least next 15-20 years with focus on reviving the economy. Pakistan is not like one more of the dozens of poor, corrupt countries of the world: Pakistan has been facing a real powerful, mortal enemy for decades and we have just seen what that enemy is capable of and intends to do. There is no room for complacency left. The begging bowl is being broken but not by Pakistan but by Pakistan's erstwhile benefactors themselves now.

Agreed, forget democracy for a period of time

Make a single party state, bring in people from across the parties and regions, so no one can say the state only represents a certain segment

Explain to those people, to forget the normal push and pull of power politics and concentrate on facing Pakistans issues and putting in place a plan and having a extended period of time to implement that plan without the risk of elections

I don't see how Pakistan can transform itself through a system like democracy
