Basically, follow the North Korean model of 'deterrence'. Their saturation attacks on Seoul with mortars alone are a big deterrence. Look at how for decades the Kims have been belligerent. Similar model was used successfully by Hezbollah for a long time.

Pakistan-India scenario is extremely scary since Modi came to power. Indians may think of him and his kind of foreign policy as strong, muscular, smart etc but it is an extremely dangerous and arrogant foreign policy which has visibly failed in last 2-3 months after the Pahalgam attack.
It is a total Indian ignorance to think that even a firecracker happening in the Indian Occupied Kashmir would have Pakistani involvement; Indians know what's going on in Kashmir; but Indians have this 'New Abnormal' to start a conflict with Pakistan if something happens in IoK. And Indians would be fool to think that a massive, surprise attack on Pakistan to destroy the Pakistani leadership and military assets wouldn't cause a catastrophic response from Pakistan in some way. Then what are the Indians thinking is beyond my understanding. What I am saying is painfully repeated by Pravin Swaheny as he pleads for 'peace' as the only way forward in the Subcontinent.

The period "July 09 to 15" seems ugly...in this contest.

It's really not a joke because India has declared unilateral action at any point in time
Even though it cries anti terror it has specifically targeted nuclear facilities, as a baseline for the next attack
Internally confused between feeling like it has to live up to something great, also feeling like it's the victim and also feeling like it does not have the capability it needs
What's the good reason for this? What's the good reason to try and call Pakistan's nuclear bluff and make that your aim......

Sometimes you need to stop trying to understand the enemy and counter them with the same ferocious and savagery energy. These are indians after-all, they want blood until sh*t hits the fan and they will fold no matter what. Look at their history.
