Ravi water was one of the rivers for which India was allowed to use it to the extent it wanted. It has nothing to do with recent issues between both the nations.

The barrage was under construction for a long time but got stuck in local politics. It was restarted in 2018, well before any tussle over Indus water treaty started.

India is not in a position to deny water to Pakistan for three rivers in Kashmir proper as there is minimal storage available this side. That isn’t enough to cause any major disruption of water flowing downstream.
 
Pakistan wakeup. India is taking billions of dollars for establishing data centers, and water from India will completely stop flowing from Kashmir to Pakistan.
It's time to take Kashmir back or we will not be there to even retain what we already have :
