Let me correct myself then.

The treaty as it was is now gone as far as India is concerned.

If treaty were to be ever implemented again.

It will need to be regonatiated for a more equitable distribution of water, taking in to account current and future realities of the water needs of the two countries.

As if a single one of the clowns posting here has even 1 atom's worth the intellectual capacity of either Michael Howard or Jeremy Paxman. Honestly, if these guys dodged the question in as eloquent a manner as Howard, I would applaud them for effort alone!

The problem is the Bollywood horde mentality, where "water and blood don't flow together saar!", as if such a soundbite has any legal validity whatsoever. Because of this mentality, legally qualified professionals need to dumb themselves down to explain that actually, riparian law and the IWT don't work like that. Imagine being one of the authors of this following paper on the matter and wondering why you even have to waste your time explaining the obvious. Hindustanis have been dumbed down, deliberately of course, such that their vote banks are easily secured for generations. But this is the reality we now face!
