Yes, assumed all that, my point was in Saudi/Qatar Infantry element is not as important as it would be in Kuwait, going by the Geography of the place

Question for all,

Does Pakistan have the "spare" military capability to both defend against India, and have enough for foreign overseas expeditionary forces for all the “alliances” it is signing up with ???

The whole of the Pakistani Armed forces is currently geared towards the bare minimum they need against India, i.e. a few weeks of war with the hope that political intervention or India's war time supplies run out before Pakistan's does.

Also, who will fund the creation of overseas expeditionary forces? Pakistani tax payers, or are we actually going to see line-item budgetary support from these countries? It does feel like Pakistani taxpayers(what few there are) are the ones running the financial risk ?

How much spare military capacity does Pakistan have, and is Pakistan thinning out the defense of Pakistan in the search for money, and the retirement plans of "generals" looking for cushy retirement roles in the middle east?

I think when Pakistan counter attacked Afghanistan, it was telling india come and get it if you think you're hard enough. Seems like the capabilities they have developed, they feel comfortable enough.

It was also psychological signaling to india, that you might be big in your own house, but not in my house.

Regarding the added responsibilities, we need to remember these are not overnight things, these things take time to operationalise, and it's to mutual benefits. Let's see how we negotiate. Historically we have been too soft in negotiations, it's time we change our approach. Pressure from public will help.

It is important to note that this is a defense cooperation agreement, not a strategic or mutual defense treaty. The nature and scope of the agreement are clearly defined in the decree issued by the Kuwaiti Cabinet.

Areas of Defense Cooperation (Article 2)

Under the agreement, Pakistan and Kuwait will cooperate in the following fields:

- Military training and professional education.
- Cooperation between the armed forces.
- Logistics and military support.
- Exchange of military personnel and defense experts.
- Scientific and technological collaboration.
- Military intelligence.
- Information technology and communications.
- Defense industries and military research.
- Military media and public relations.
- Exchange of sports, cultural, and social activities.
- Any other areas agreed upon by both countries.

Implementation

- Both sides will prepare annual plans for joint activities.
- Cooperation will be carried out through official visits, training programs, meetings, and personnel exchanges.
- Each country will designate its Ministry of Defense as the authority responsible for implementing the agreement.

Joint Military Committee

A Joint Military Committee will be established to:

- Coordinate and oversee defense cooperation.
- Hold regular meetings at least once a year, or whenever necessary.
- Review progress and recommend future areas of cooperation.

Protection of Information

Both countries have agreed to:

- Safeguard classified military information and documents.
- Refrain from sharing exchanged information with any third party without prior written consent from the other side.
- Continue protecting confidential information even after the agreement expires.

Intellectual Property

Any intellectual property developed under this agreement will be managed in accordance with the laws and regulations of both countries.

Costs

Unless otherwise agreed for specific activities, each side will bear the expenses of its own personnel and participation.

Dispute Resolution

- Any disagreements will be resolved through consultation and negotiations.
- Disputes may not be referred to international courts or third-party arbitration.

Amendment and Termination

- The agreement may be amended only through mutual written consent.
- Either country may terminate the agreement by providing 70 days' written notice through diplomatic channels.
- Termination will not affect ongoing projects unless both parties mutually decide otherwise.

Significance

This agreement establishes a formal legal framework for defense cooperation between Pakistan and Kuwait in areas such as military training, personnel exchanges, technology, logistics, intelligence, communications, and defense industries. However, it does not require either country to defend the other in the event of war or an armed attack.
