Think that's something lost in translation, could mean anything. Fatah I/II and Smash are all single stage rockets. It's possible F3/4 could be dual stage, but we haven't seen them yet.

F2 is seven and a half metres, that circle you see has dia of 10 metres, why does it looks so small in comparison to it, to better understand this watch footage of F1, which clearly shows a whole rocket.
