My understanding is that airframe life is set initially as an estimate and is then extended or reduced after observing how the airframe does in real life operations when it's components are monitored for fatigue during its service.
Airframe life can be extended of course like with SLEP program for the F-16 and how PAC Karma kept certifying the Mirage 3/5s for a longer service life after each overhaul. Same can be expected from JF-17.
