Because the other ones instigated a conflict they could not possibly win and led their people to massacre, not to mention are recognized by all those you beg money from as terrorists.

So could be many others in the system - what makes them more effective than any of them?
Maybe this is where they offer green cards and dollars to cadets to groom them all the way?
