Saudi Arabia not buying Submarines still boggles my mind. Like when you would learn the importance having a good submarine force.
They have a JV deal with Naval Group to make corvettes and submarines among other naval systems in Saudi Arabia..with ToT:

State-owned Sami will hold a 51 per cent stake in the JV with the Naval Group to manufacture corvettes, frigates and submarines in Saudi Arabia.

Navantia finalizes the definitive agreement with Arabia to build three new corvettes in the Bay of Cádiz

This is therefore the second contract between Spain and the Government of Saudi Arabia in matters of Naval Defense. This agreement, once signed, will mean a significant workload for the island shipyard.

The Spanish company has already manufactured five units for the Saudi Navy between 2019 and 2022

The Government of Riyadh, according to different sources, has chosen to complete the fleet of corvettes with the acquisition of three more units until there are eight ships of these characteristics. Both countries still need to sign the definitive agreement and set a date on the calendar for the start of the work. LA VOZ has learned that the contract is in its final stages, prior to signing.

Saudi Arabia is blessed with 2 long coastlines with gulf of Iran and red sea on both sides but still technically Saudi Arabia is a semi landlocked nation....

See the width of water bodies they have on their both coasts..... they are very narrow from the beginning and in that too there comes a sharing of those water bodies....
In the gulf of Iran if just for an example let's assume the width of Iran gulf 100 kms wide then out of this only 40kms will be of Saudi Arabia and 40 kms will go to Iran.... remaining 20 kms will be am international water ways....

Same goes with red sea where other shareholders like Egypt, Sudan, Eritrea, Somalia are there.....

So such a narrow water bodies are not good for submarines operations... they need larger and deeper water bodies to hide and operate effectively..... gulf of Iran is not deep as well which means not good for submarines operations.... I would say a clever decision by Saudi Arabia.....

Man how do they get this latest technologies? Not many countries have that. The only thing left for them to do now is get a small Sized Aircraft’ carrier similar to Italian Cavour ship.

The US approved the possible sale of TOW 2A and TOW 2B missiles to Saudi Arabia in a deal worth $440 million, the Pentagon announced on Thursday.

Riyadh has requested to buy 507 tube-launched, optically-tracked, wireless-guided (TOW) 2A missiles and another 507 TOW 2B, RF missiles (BGM-71F-3-RF), the Pentagon said, adding that the principal contractor will be RTX Corporation.

“The proposed sale will improve the Kingdom of Saudi Arabia’s capability to meet current and future threats by enhancing the strength of its homeland defense. The Kingdom of Saudi Arabia will have no difficulty absorbing this equipment and services into its armed forces,” the Pentagon said.
