Russia predicts a decrease in imports of passenger cars from 2025​

Russian authorities forecast a decrease in imported passenger cars from 2025. This follows from the accompanying materials to the draft federal budget, which RBK has studied. It follows from the materials that imports of passenger cars in 2025 will be 1.085 million vehicles (of which 733.5 thousand are new, the rest - cars older than 3 years), in 2026 - 916 thousand (including 633.2 thousand new), in 2027 - 776 thousand (including 547.4 thousand new). RBK has calculated that the average size of the duty on imported cars in 2025 will be 602 thousand rubles per car, in 2026 - 716 thousand, in 2027 - 798 thousand.

In total, next year the budget will receive 653.5 billion rubles from cars supplied to the country, in 2026 - 656.4 billion, in 2027 - 619.5 billion. According to the agency AUTOSTAT, in 2023, 1.09 million passenger cars were imported into our country. Of these, 707,000 were new cars and 387,000 were used cars. According to forecasts of experts of the agency, this year the volume of imports of new cars will be more than last year. Thus, from January to August 2024, 578.8 thousand new passenger cars were imported into Russia. This is 1.5 times more than in the same period last year. At the same time, in August, the volume of imports totaled 89 thousand vehicles, becoming a record for the last 12 years.

"We expect that in September this figure will be even higher, as importers tried to import as many cars as possible before October 1st due to the entry into force of the new scale of utilization fee", - says Azat Timerkhanov, head of press service of AUTOSTAT agency. The reduction in imports in 2025 may be due to the increase in the volume of Russian-made vehicles and the increase in the recycling fee rates. In September, the Cabinet of Ministers approved a long-term scale of indexation of utilization fee until 2030 for motor vehicles and special equipment. From October 1, the fee was indexed by 70 - 85% in average. In future, the rate will be indexed by 10 - 20% from January 1st of each subsequent year. The press service of Ministry of Industry and Trade recalled the approved strategy for the development of the automotive industry until 2035.

It provides for a gradual increase in the production of vehicles by Russian manufacturers and an increase in the share of domestic cars in the domestic market. "Reduction of imports in the coming years is expected, among other things, due to the expansion of supply by domestic manufacturers", Ministry of Industry and Trade believes. The target of strategy for the current year is the output of 660 thousand passenger cars, "however, taking into account the current dynamics, we expect that this bar will be exceeded", the ministry concluded.
 

Details about LADA Iskra production preparation have become known​

Dmitry Kostromin, Vice President for Sales and Marketing of the enterprise, informed Rossiyskaya Gazeta in an interview about the new development of AVTOVAZ. According to top manager, everything is going according to plan - work on the preparation of production site is underway and work on setting up the assembly line is starting. Test assembly should begin by the end of this year.

To guarantee quality, the speed of assembly at the first stage will be low. Dmitry Kostromin also noted that the possibility of creating a sports version of LADA Iskra was considered, but this idea has been postponed for the time being. At the same time, there is a desire to produce 'something niche' on the basis of this model. The top manager believes that the novelty will become a bestseller, and the price will vary between Granta and Vesta. Recall, LADA Iskra will be presented in sedan, station wagon and station wagon Cross bodies.

The new model will receive three varieties of powertrains: the base engine 1.6 litres (90 hp), combined with a 5-speed manual transmission; 1.6 litre engine (106 hp) with a 6-speed manual transmission or automatic transmission. Sedan LADA Iskra has the following dimensions: 4,333 mm in length, 1,777 mm in width and 1,517 mm in height with a wheelbase of 2,603 mm. The exterior of the new car is a new reading of the brand's signature X-design, which reflects the lighting system with X-shaped contours, as well as the characteristic sub-stampings on the sides of the body.

The GAC brand will bring a new GS4 Max crossover to Russia. The car will enter the Russian market in the first quarter of 2025.

This will be a model that entered the Chinese market in spring of the current year. It is similar to Toyota RAV4 and Haval F7 in dimensions (the car length is 4,685 mm with a wheelbase of 2,750 mm). The novelty is equipped with 1.5-liter turbocharged unit capacity of 177 HP, coupled with 7-speed robotized dual-clutch gear box.

The cost of the crossover for the Russian market has not yet been disclosed.

The LADA Iskra design was changed before the launch of mass production
AvtoVAZ began to simplify the design of the new LADA Iskra even before the start of mass production of the model.

It is planned to produce a model with three versions of powertrains – 90-HP 1.6-liter diesel engine coupled with 5-speed manual gear box, 106-HP 1.6-liter unit combined with 6-speed automated gear box, as well as a similar 106-HP unit, which is paired with automatic gear box or a Chinese CVT.

It is reported that at the moment there are about 15 assembled LADA Iskra test cars at the assembly line site. According to insiders, station wagons are covered with camouflage film on the front and back, unlike sedans. It is also explained that the model design is simplified in terms of the interior as a whole – the matter concerns the low-cost car.

The start of sales was announced in March 2025; the novelty cost varies from 1.1 to 1.4 million rubles.

Three new MAZ trolleybuses have been shipped to Kazan
Three new MAZ trolleybuses have arrived in Kazan. It is known that 7 more such trolleybuses are expected to be delivered before the BRICS summit, and 39 - by the end of the current year.

KAMAZ presented K5 generation vehicles at the SPIGF
As part of the Saint Petersburg International Gas Forum, which takes place on October 8-11 in the Northern Capital, KAMAZ presents K5 generation vehicles in gas-powered versions and gas engines.

KAMAZ–62501 mobile welding workshop, manufactured on the basis of KAMAZ-6250 shift gas-powered bus, is among the company's novelties. Passenger capacity is 3 passengers and the driver. The welding workshop is divided into four zones. The driver's zone is equipped with a driver's workplace and a berth. The vehicle is equipped with a gas inline 6-cylinder engine capacity of 279 HP (Euro-5), as well as 6-speed automatic gear box. For smooth running, a front suspension with long leaf springs, hydraulic telescopic shock absorbers and a stabilizer bar is used, the rear suspension is pneumatic – on four pneumatic elements. The body received a power frame (welded from steel pipes) and an external lining made of composites. The gross weight of the vehicle is 16 tons, length is 9,660 mm, height is 3,780 mm, width is 2,550 mm.

KAMAZ-54901 LNG tractor unit is also presented to the forum visitors (it meets the ADR requirements, which allows transporting dangerous goods). This is a gas-powered version of the well-known flagship of the K5 generation to consumers. In this modification, the vehicle is equipped with KAMAZ R6 (Euro-5) gas engine capacity of 460 HP, an automated gear box and two cryotanks holding 1,060 liters of liquefied natural gas. The use of LNG can significantly reduce the owner's fuel costs with a range of up to 1,600 km with one refuel. The start of production of this model is scheduled for the third quarter of the current year.

KAMAZ also presents 4 gas engines at its stand: KAMAZ- 950.10 (R6), KAMAZ-689, KAMAZ-667 and KAMAZ-445.
