Russia predicts a decrease in imports of passenger cars from 2025
Russian authorities forecast a decrease in imported passenger cars from 2025. This follows from the accompanying materials to the draft federal budget, which RBK has studied. It follows from the materials that imports of passenger cars in 2025 will be 1.085 million vehicles (of which 733.5 thousand are new, the rest - cars older than 3 years), in 2026 - 916 thousand (including 633.2 thousand new), in 2027 - 776 thousand (including 547.4 thousand new). RBK has calculated that the average size of the duty on imported cars in 2025 will be 602 thousand rubles per car, in 2026 - 716 thousand, in 2027 - 798 thousand.
In total, next year the budget will receive 653.5 billion rubles from cars supplied to the country, in 2026 - 656.4 billion, in 2027 - 619.5 billion. According to the agency AUTOSTAT, in 2023, 1.09 million passenger cars were imported into our country. Of these, 707,000 were new cars and 387,000 were used cars. According to forecasts of experts of the agency, this year the volume of imports of new cars will be more than last year. Thus, from January to August 2024, 578.8 thousand new passenger cars were imported into Russia. This is 1.5 times more than in the same period last year. At the same time, in August, the volume of imports totaled 89 thousand vehicles, becoming a record for the last 12 years.
"We expect that in September this figure will be even higher, as importers tried to import as many cars as possible before October 1st due to the entry into force of the new scale of utilization fee", - says Azat Timerkhanov, head of press service of AUTOSTAT agency. The reduction in imports in 2025 may be due to the increase in the volume of Russian-made vehicles and the increase in the recycling fee rates. In September, the Cabinet of Ministers approved a long-term scale of indexation of utilization fee until 2030 for motor vehicles and special equipment. From October 1, the fee was indexed by 70 - 85% in average. In future, the rate will be indexed by 10 - 20% from January 1st of each subsequent year. The press service of Ministry of Industry and Trade recalled the approved strategy for the development of the automotive industry until 2035.
It provides for a gradual increase in the production of vehicles by Russian manufacturers and an increase in the share of domestic cars in the domestic market. "Reduction of imports in the coming years is expected, among other things, due to the expansion of supply by domestic manufacturers", Ministry of Industry and Trade believes. The target of strategy for the current year is the output of 660 thousand passenger cars, "however, taking into account the current dynamics, we expect that this bar will be exceeded", the ministry concluded.
