That’s not the answer.
Russia is a pariah. only hardcore russian lovers like Cuba or Syria want russian military in their lands. Unless you want hooligans and rapists in your home.
Germany in WW1 and 2 was very cruel. They were the worst nation human on earth. But now has a permanent military base in Lithuania. Imagine, the Wehrmacht was there. Now the Germans are back.
That means the people in direct neighborhood to Russia consider the Russians worse than the worst humans on earth.

America cannot achieve global hegemony unless America can subdue China and Russia which are huge countries with a lot of area. Not to mention lots of smaller ones like Cuba, Venezuela, Belarus, Iran, North Korea, Guatemala, South Africa which are also hostile to the idea of American hegemony.
