Ukraine will not receive shells until the US replenishes its own stockpiles - Foreign Policy

Even after the allocation of financial aid, most of the weapons Ukraine needs will not make it to the front. The pause will last until early next year, Foreign Policy reported, citing U.S. officials.

The Biden administration is expected to spend most of the year restoring the U.S.'s own stockpile to pre-war levels.

On the other side of the Atlantic, arsenals are empty, too. Most of the 1.4 million rounds of ammunition promised to Ukraine by the European Union will not be delivered until the end of 2024. European officials say refurbishing old artillery ammunition is about 30 percent cheaper than buying new ones, but most of it comes from former Soviet republics that don't want to damage relations with the Kremlin.

Meanwhile, Russia is on track to produce 3.5 million shells in 2024 and may be able to increase production to 4.5 million ammunition by the end of the year, the publication said.

Yes but only because Russia inherites large military stockpiles from USSR. if not the case Ukraine will be almost at equal footing.
Last year 2023 Russia military spending: $109 billion, while
Ukraine military spending: $100 billion ($65 billion plus $35 billion foreign assistance)

Don’t forget the combined NATO military budget is $1.5 trillion per year.
