800 bn for whole EU is like 2,000 USD of increase of military spending by each European Union citizen.
Only France and the UK, the rest did not support this initiative to send troops to Ukraine, but guess what: they do not have enough troops for that. Furthermore, without the American guarantee, no European troops will set foot in Ukraine, because this has to be agreed with Putin, after all, what he least wants is the presence of NATO troops in Ukraine and without the American nuclear umbrella, Putin's bluff about the use of nuclear weapons will end up having the same effect as it had in previous situations where this instrument of escalation to de-escalate was used and Europe does not have to call the bluff because only France has an autonomous nuclear capacity, the UK depends on the US, France only has a few hundred nuclear weapons.
The EU's 800 billion euro budget is not a measure; the European Commission does not have the power to do so. The EU statutes must be amended because they do not have the power to deal with security and defence. There is a legislative process that involves voting.
The issue here is that the 650 billion euros are an authorisation for countries to buy debt to finance military expenditure. This will depend on the countries. The problem here, which cannot be determined by the Commission, Parliament or the Council, is the problem of the profusion of systems that exist in Europe and the multitude of small or very small partnerships between two or three countries to develop defence systems.
In the United States, whenever there is new weaponry to be manufactured, there is always an all-out war between the senators of each state to attract investment to the state. Some win, others lose. In Europe, this does not happen. If there is a conflict, each state can, if it so decides, place the order with the local factory.
Among the solutions to this is consolidation, that is, the merger of European industries. Today we are talking about Airbus, and we forget that this is nothing more than the merger of Aerospatiale (already a merger in itself) and Matra in France, Daimler-Benz-Aerospace and Messerschmitt+Bolkow-Blohm in Germany, and CASA in Spain. And this is just to name the main ones.
