Erdogan has planned this operation a long time before. There was a great UN sit down in New York where Erdogan wanted to speak Trump about the his safe zone idea in Syria but Trump didn't make time for a one-on-one conversation.

Erdogan was angry and made the phone call at 6 october. That phonecall turned into a legendary story in American history. White House staff and insiders of the first Trump cabinet wrote that Erdogan was very angry and the phone call was a one-way traffic of a cursing Erdogan and that Trump was very soft and quiet - the only thing he said was “Ok, mr President but i will pull my soldiers out, do what you want.”

He gave the green light and the operation started 3 days later at 9 October, and the letter was also written at 9 October (because the phone conversation went viral immediately and was met with a huge confusion and anger in Congress and the US media) but received by Erdogan 1 day later.

Yes and no.

The Siper is close, but the S-400 is still more capable atleast until the SIPER Block 3 and Block 4 are ready where they work in longer ranges/engagement windows and provide Anti Ballistic capability like the S-400s. the S-400s are probably the most advanced or one of the most advanced Air Defense systems in the World.

Though the complicated element isn't that Turkey doesn't have a replacement as much as contractual obligations that require Russian permission to transfer S-400s from Turkey to another country.
