You are right although development took placed in last 4-5 years before that situation was as you have stated, now HIT have actually engaged the private sector as well one such company was present in IDEAS-2024

Not 'fully'. Pakistan doesn't have the industrial capacity for that. But the subsystems will be designed and integrated in Pakistan. Even though most of the critical inputs will come from abroad, how it all works and functions will only be known to Pakistan.
