How often do officers randomly start firing at "innocent" people?

No military man in uniform can be arrested by the police , it's almost a universal rule.... there's a procedure to arrest , you got to follow it.

UK/USa/EU police can easily arrest a uniformed person. In fact, inside the base, MPs arrest first, then hand over to the police and normal courts.
Only diplomats have immunity.
