It is a myth with no basis. Someone in 1970s presumed that Iran has a lot of oil and gas and it has the border with Pakistan so we must also have huge oil reserves in Balochistan. To back this claim further they cited the evidence of Sui gas found in Balochistan in 1950s.

In reality, despite the fact that Balochistan shares the border with Iran. The oil found in Iran is very far from Balochistan. Iran is a big country and their oil fields are towards Kuwait, Qatar and Iraq. They don’t have much oil near the Balochistan border.

Not sure what concessions Pakistan made, but 19% compares to 15% for Afghanistan, 20% for Sri Lanka and Bangladesh and 10% for Nepal, Bhutan and Maldives. Of course, India is at 25%, but they should be able to improve that if they agree to some deal.

One reason India might have held off on a deal is to have transparency on what kind of deals others were going to get. After all, it is the relative and not absolute level of tariffs that matters.
