The problem for Bangladesh is that much of its textiles exports may be considered Chinese transhipments and would be subject to a 40% rate. I don't think they would be very happy about that.
 
Lol. My data is from the EIA, which is a US government agency. I don't think ONGC puts out any such data. In any case, I would trust data from reputed industry sources like EIA or OPEC over that from any single company, be it ONGC or Saudi Aramco or ExxonMobil.

If the Country of Pakistani seriously had legitimate oil reserves , why did the government not sell development licences to the top bidders from the US, China, Saudi, UAE, Russia etc instead of going to the IMF for a bailout ?

For your information, the US government doesn't have any ownership interest in any oil company. If a deal has to be done with a private company , why does the US government need to get involved as a middleman.

I linked the statement from the embassy made by the US Charge de Affairs but you are too lazy to click on the links and read.

In most countries , there would be a public outcry about kickbacks and corruption if oil exploration rights were not licensed in a transparent bidding process to the highest bidder.

Bangladesh imports most of its textiles raw materials from China with relatively little value addition.

I guess it will come down to how exactly it is defined, but I have seen reports that this was a major sticking point in negotiations. The US wanted BD to decouple from China and BD responded that it was simply not possible.

We will have to wait to find out how exactly the transhipment clause is interpreted.

I had been wondering how Bangladesh had emerged as a major textile maker. You are saying that it's due to the Chinese who moved their final assembly factories there ? Vietnam has also been a major destination for chinese final assembly factories so as to avoid US restrictions. The supply chain remains in China.

Pretty much. BD enjoyed a tariff advantage because of its LDC status. There is some value addition in BD , of course, but the supply chain is heavily dependent on China.

It depends on the extent of value addition. If you are shipping all the parts of a shirt and just stitching them together in BD, that is clearly transhipment.

Going by your definition , everything would be excluded from being classified as transhipments by having just one small final step in the destination country. That is not going to fly.

Here is a good reference from US based trade lawyers :

They suggest one interpretation is that if less than 50% of the value addition happened in the country claiming origin, it would be considered transhipped.
