As long as Turkey keeps a false narrative on "Islands can't be militarized",which has been debunked a gazillion times,relations won't go forward. If anything,tiny island garissons vs an entire Army which is increasing in size year by year,should prove that Turkey has plans for said islands.
No sane government or cautious country would one-sidedly remove every military presence from its territory when the other side maintains a disproportionate force and the largest landing fleet in the region.
Imagine India telling Pakistan "Remove yer soldars form region of Punjab and Sindh" while the Hindus entrench themselves even more.
