He can threaten sanctions and every carry out sanctions, it doesn't matter, this is more important.

Turkey is far stronger than it was 10 years ago, and is far more independent, and even in that matter, it still carried out operation peace spring.
If Turkey acts decisively, it will be over before it begins, and before they have had the chance to react in congress or move assets around.
