turkyie needs to establish proper air defense around haleb and idlib and declare no fly zone which would allow rebels to consolidate and enhance potential they have in those area regarding war time economy and reconstruction work, that would be big blow to the regime and their allies and bigger boost to rebels then any military intervention or if they can acquire some older AD systems and pass it on to the trusted military formation there.
The major problem Turkiye has is that all the players except the common syrian people and the common muslims of the world, are against Turkish involvement. Over Syria Turkiye almost came to war with both Russia and the USA. In the case of Russia some prime examples were the downing of the jet or when they insidiously killed 30 plus Turkish troops.
Just to clarify that the killing of Turkish troops was not some open armed combat between forces, that incident was based on the agreements Turkiye and Russia had over Turkish and Russian deployments. The Turks would inform of Russia of where their troops were so that they knew not to target them by mistake. Instead they took those co-ordinates and used them to attack Turkish troops. They then threatened Turkiye not to send air assets to get them, so Turkiye sent ambulances, the Russians then bombed them too. This is the criminal nature of the Russians. This caused the idlib retaliation with the UAV's and turned Bayraktar into a global brand. It was really the beginning of the Russian reputation being ran into the shitter. Before that incident Russian air defences were the best in the world, after that incident they were dog shit. Which played out again in Libya, Syria and then Ukraine.
Also worth keeping in mind when Turkiye want to move over Idlib, the EU was threatening Turkiye not to, placing sanctions and embargoes against her.
The USA even threatened to attack Turkish positions, we saw the famous Trump letter threatening erdogan not do anything in syria in which he famously threw in the bin anyway and Turkish army moved.
Now the long story short is that of all the actors operating in syria, Turkiye has the most opposition globally to her involvement, it makes it extremely tough to do anything.
However, Turkiye should be supplying the rebels indirectly with air defence systems, if its not possible to do it directly. Just like this current operation, clearly its been organised by Turkiye but officially it has nothing do with Turkiye.
