Full text of agreement between Syrian Government and SDF/YPG:

Syrian Arab Republic Ceasefire and Full Integration Agreement

Article 1: An immediate and comprehensive ceasefire is declared across all fronts and contact lines between Syrian government forces and the Syrian Democratic Forces (SDF). In parallel, all SDF-affiliated military formations shall withdraw east of the Euphrates in preparation for redeployment.

Article 2: The Deir ez-Zor and Raqqa governorates shall be fully transferred to the Syrian government, administratively and militarily. This includes the handover of all civilian institutions and facilities, the immediate regularization of the status of existing personnel working within the relevant ministries, and a government commitment to refrain from any reprisals against SDF members and civilian administrative staff in these two governorates.

Article 3: All civilian institutions in Hasakah governorate, together with their administrative structures, shall be integrated into Syrian state institutions.

Article 4: All border crossings and oil and gas fields shall be transferred to the Syrian government. The protection of these facilities shall be ensured by regular forces in order to guarantee the return of state resources to the Syrian state.

Article 5: All SDF-affiliated military and security elements shall be individually integrated into the structures of the Syrian Ministry of Defense and Ministry of Interior following the completion of necessary security vetting. Military ranks, salaries, and logistical entitlements shall be preserved, and the distinct character of Kurdish regions shall be safeguarded.

Article 6: The SDF leadership commits to refraining from incorporating armed anti-government elements into its ranks and to handing over anti-government officers present in northeastern Syria.

Article 7: In order to guarantee political participation and local representation, a presidential decree shall be issued regarding the appointment of a candidate for the governorship of Hasakah.

Article 8: The city of Ayn al-Arab (Kobani) shall be demilitarized. A local security force composed of residents of the city shall be established, and the local police force affiliated with the Syrian Ministry of Interior shall be maintained.

Article 9: Responsibility for ISIS detainees and camps shall be integrated into the Syrian government, together with the forces responsible for securing these facilities. Full legal and administrative responsibility shall be transferred to the Syrian government.

Article 10: A list of senior leadership figures proposed by the SDF administration shall be accepted. These individuals shall be appointed to senior military, security, and civilian positions within the central state structure in order to ensure national partnership.

Article 11: Presidential Decree No. 13 of 2026 is welcomed. This decree provides for the recognition of cultural and linguistic rights, the review of detainees’ cases, and the restitution of accumulated property rights from previous periods.

Article 12: The SDF commits to expelling all non-Syrian PKK (Kurdistan Workers’ Party) leaders and elements from the territory of the Syrian Arab Republic and to ensuring the sovereignty and stability of neighboring countries.

Article 13: The Syrian state commits to continuing the fight against ISIS as an effective partner in the international coalition and, within this framework, to ensuring regional security and stability through joint coordination with the United States.

Article 14: Efforts shall be made to reach agreements that enable the dignified and safe return of the populations of Afrin and Sheikh Maqsoud to their areas.

Undoubtably they will be most active in Iran next, and using the KRG for strategic depth. I told our Iranian friends this. But they aren't the most nimble in reacting to changing dynamics, they were cheering on the PKK against Turkey and Syria, all because of their bitterness over Assad for the whole year. All that "diversification" they were doing arming the PKK as a hedge against Turkey and Syria, now those same PKK cadres with the drones and weapons supplied to the PUK or directly will be routed east.
