Mass Production Period in SİPER and HİSAR Air Defense Systems


The "Signing Ceremony of Mass Production Contracts of SİPER Product-1 and HİSAR Projects", which was initiated by the Presidency of Defense Industries within the scope of the needs of the Turkish Armed Forces, was attended by Minister of National Defense Yaşar Güler, Chief of General Staff General Metin Gürak, President of Defense Industries Prof. Dr. It was held with the participation of Haluk Görgün, Land Forces Commander General Selçuk Bayraktaroğlu, Air Forces Commander General Ziya Cemal Kadıoğlu, Naval Forces Commander Admiral Ercüment Tatlıoğlu, Deputy Ministers of National Defense, Turkish Armed Forces and sector representatives.
In this context, a contract and contract amendment was signed with the Presidency of the Republic of Turkey, Presidency of Defense Industries, within the scope of air defense systems, with ASELSAN's share amounting to 428,538,878.16 euros and 4,884,244,675.07 TL (that is, a total amount of 18.5 billion TL). In the contract where ROKETSAN will produce the missiles, the delivery schedule covers the years 2025-2029. With the contract, the acceptance activities of the Long Range Regional Air and Missile Defense System SİPER Product-1 will be completed by May 2024. Deliveries within the scope of mass production will begin in January 2026. The first mass production member of the HİSAR family will be delivered towards the end of 2025 .

Additionally, there were a few striking details in the visuals shared by the Presidency of Defense Industries during the ceremony. The scope of the HİSAR Mass Production Project, which is the Low and Medium Altitude Air Defense Missile System, was expanded and the Air Forces Command was included in the project in addition to the Land Forces Command. According to the shared images, the Air Forces Command will supply HİSAR A+ and HİSAR O+ missiles together in a single battery / system. In this case, it can be thought that HİSAR A+ missiles will form a layered structure within O+ in a single system.
Another situation is that the received HİSAR A+ launchers can be used with 35 mm systems that have undergone AIC modernization. It was turned into a modern system by ASELSAN by deploying 35 mm Oerlikon guns with particle ATOM ammunition. In this system, AIC (Fire Management Device) was developed by ASELSAN so that the guns can fire at targets detected by radar. AİC offers a low-altitude air defense solution based on the most up-to-date technology in order to effectively defend critical facilities and fixed military units. A typical AIC team consists of 1 Fire Management Device (AIC), 2 35mm Modernized Towed Guns and 1 Low Altitude Air Defense Missile Launching System (HİSAR-A FFS). In other words, AİC can also command the HİSAR A+ system. Therefore, HvKK can use HİSAR A+ missiles within the HİSAR O+ system or within the AIC team.

SAPAN era in the air defense of the Naval Forces​

Making a statement within the scope of the signing ceremony, SSB President Prof. Dr. Haluk Görgün also made statements about the air defense system need of the Naval Forces Command. Görgün used the following statements:
“We have started to integrate the GÖKDENİZ Close Air Defense System, the naval version of the KORKUT System for our Naval Forces, onto our ships. Thus, we eliminated foreign dependency in this field. In addition to close air defense, we are developing the SAPAN system, which is the naval derivative of the HİSAR systems. "We will soon offer our HİSAR and SİPER missiles, which can be launched vertically from our most modern ships, to the service of our glorious Naval Forces."
At the 16th International Defense Industry Fair IDEF'23, ROKETSAN MİDLAS National Vertical Launch System was exhibited for the first time together with the missiles it can be used with. In MİDLAS, it was seen that in addition to SİPER Block 1 long-range air defense missiles, HİSAR-D air defense missiles could be used as a quadpack. In other words, with the last statement made, the information that HİSAR-D's name is SAPAN was made by SSB President Prof. Dr. It was shared by Haluk Görgün. At the end of 2022, the first shot of the HİSAR-D RF missile was made from MİDLAS.

A common feature of quadpack-capable air defense missiles is the low silhouette provided by folding control surfaces. Folding control surfaces present more technical difficulties than fixed-layout control surfaces, as the parts at the folding points must withstand the forces that an air defense missile will be exposed to. Due to the difficulty of technology, the quadpack capable air defense missiles in use in the world are RIM-162 ESSM and CAMM/CAMM ER.

TRENCH​

The SİPER Project was initiated by the Presidency of Defense Industries (SSB) in order to meet our country's need for a long-range regional air and missile defense system and was developed by ASELSAN A.Ş., ROKETSAN A.Ş. and is carried out by TÜBİTAK SAGE Business Partnership. The test aims to collect data under flight conditions and use this data within the scope of activities to be carried out in the later stages of the project.

While studies on the acceptance activities of the Product-1 system are carried out within the scope of the SİPER Project, the System/Subsystem Development and Testing Phase of Product-2 continues in parallel. SIPER Product-2 has the same ground systems (radars, command control, missile launch system, communication systems) as Product-1, and the Product-2 missile is effective at longer range and altitude. SIPER missiles have the following ranges, respectively: SIPER Product-1 has a range of 100 km, and SIPER Product-2 has a range of 150 km.
What is the difference between SİPER Product-1 and Product-2?
SIPER Product-1 was developed based on the HİSAR O+ RF missile. The missile, which has the booster of the ATMACA anti-ship missile or another derivative, has a range of 100 km with its dual pulse rocket engine. With the dual pulse rocket engine used in HİSAR missiles to keep the hit probability value high, the missiles can enter the terminal phase with the second engine fired, maintaining high speed and TVC (thrust vector control) ability. This high speed helps the missile hit the target without missing it against the target's high G maneuvers in the final phase. SİPER Product-2 was developed from scratch and has a single stage rocket engine. With the single stage rocket engine in question, SİPER Product-2 has a higher range value. After the missiles are fired, the booster separates from the body and free-falling boosters can cause undesirable accidents. The absence of a booster in Product-2 eliminates such accidents.
In addition, in recent months, TÜBİTAK SAGE Manager Gürcan Okumuş stated that the range of the SİPER Product-2 missile will increase 1.5-2 times with the booster. Okumuş, who shared the development with Kaner Kurt in the Conversations with Experts Program within the scope of TEKNOFEST 2023 Ankara, used the following statements:

“SİPER is a very important project of ours. Test firings of our project with TÜBİTAK SAGE, ASELSAN and ROKETSAN have started. We will do many more test shots. It is a product that may enter the inventory within a few years. SİPER is a monoblock product. The path to development is also clear. It has the potential to increase 1.5-2 times its current range. By adding a booster, there will be different areas of development. We started with air-air. We continue with air defense. TRACK is the current peak. "In a few years, we will be talking about different missiles of SİPER."
It was noteworthy that in the "SİPER Air Defense System Battery Structure" model exhibited during the "Serial Production Contracts Signing Ceremony of SİPER Product-1 and HİSAR Projects", there were missile launch vehicles on both an 8×8 vehicle and a towed trailer. This situation showed that the missile launch vehicles were fixed and more efficient. This can be considered as an indication that it will be used with its mobile deployment flexibility. is formed. In addition, it was noteworthy that the test images shared on December 30, 2022 included the Low Altitude Radar system alongside the ASELSAN UMAR (TEİRS) early warning radar. In previous firing tests, only TEİRS was included as a radar.

HİSAR-A+​

Autonomous HİSAR A + performs the air defense mission of armored mechanized mobile units. The system has the ability to move in all kinds of terrain conditions, quickly change position, short reaction time, and 360° protection with vertical shooting capabilities.
The system has the ability to intercept targets without the need for any elements. Radar, electro-optic sensors, command control, fire control elements, communication elements and missiles are located on a single armored tracked vehicle. There is also the ability to work in teams and with higher command and control elements. HİSAR-A+ missile has high maneuverability and double pulse engine technology. HİSAR-A+ missile has a range of 15 km and an altitude of 10 km.

HİSAR-O+ and HİSAR-O+ RF​

HİSAR O+ System, developed with local and national resources, performs point and regional air defense missions with its distributed and flexible architectural capability. HİSAR O+ System has an organizational infrastructure in battery and battalion structures. System; It consists of Fire Control Center, Missile Launching System, Medium Altitude Air Defense Radar, Electro Optical System, Infrared Seeker Missile and RF Seeker Missile.
In this context, it was shared that in August 2023, the HİSAR O+ Air Defense System was equipped with an RF seeker missile capability. HİSAR HSSs were launched in response to the needs of the Land Forces Command (KKK) and therefore the final stage guidance assignment of HİSAR missiles was determined as IIR . The project is followed by the air and naval forces because, although it is a project initiated for the KKK, the air and naval forces also need HSS.
The needs of the air and naval forces are mostly for the HİSAR-O system. However, neither the navy nor the air force is keen on IIR- guided medium-altitude HSS. This situation is related to the forces' own structures and technological structures. For this reason, an active radar guided version of the HİSAR-O system with data link and intermediate stage guidance support has been developed. However, with the last agreement, the scope of the HİSAR Mass Production Project was expanded and the Air Forces Command was included in the project in addition to the Land Forces Command.
HİSAR-O+ system has 18 (3 launcher vehicles) interceptor missiles at the battery level and 54 (9 launcher vehicles) interceptor missiles at the battalion level as standard. The system has a combat aircraft detection and tracking distance of 40-60 km and can track >60 targets. The system has a maximum range of 25 km with IIR guided missiles and an estimated 25-35 km range with RF guided missiles.

Sir, no doubt Gurz will be an excellent system, but what about Burc. Will the Turkish armed forces use that one aswell?
 
From no decent airdefence at all until recently, to one of most sophisticated, advanced layered airdefence weapons in the world. After several years from now forget about enemy aircraft not even a mosquito can enter our airspace without getting shot.

Historic moment. No more Western embargoes. Our ships, our weapons, our navy.

Still a few things here and there that need to be indigenized, but good progress nonetheless.

I remember when the Libya operation happened and all Turkey had were a few old MIM-23 HAWK batteries, and had to resort to buying old S-125s from Ukraine to bolster air defense in Libya. Now Turkey is very close to having a full layered defense, with HISAR-A, HISAR-O and SIPER. Most of the testing is done and now the procurement phase is set to begin.

The true test for these platforms will be in both their exports and in battlefield usage. And things look close in that respect as well.

HİSAR-A and HİSAR-O air defence systems were used in the Air Defence Command and Control Exercise.
According to the sharing made on the official X account of the Ministry of National Defence, HİSAR A+ and HİSAR O+ air defence systems developed with domestic and national means were used in the Land Forces Air Defence Command and Control Exercise organized by the Land Forces Command.
HİSAR A+ (Low Altitude Air Defence Missile System) and HİSAR O+ (Medium Altitude Air Defence Missile System), which entered the inventory as of 2021, impressed with the performance they showed in the exercise. In addition, the relevant systems were also used in the exercise held in 2022.
