Honestly I think Turkey should have been more aggressive in pursuing these contracts in the first place.
There should be a strategic document signed between countries that go beyond simple buyer seller relationships, a strategic partnership where before they buy any weapon system they see if it can be done within the ecosystem, and first priority is given to those inside the ecosystem.
Turkey has lost sales in SEA to Korea by not being aggressive enough at the political level to go beyond buyer seller, both Indonesia and Malaysia should have been sold Hurjets and an offer should have been made, whether local production or transfer of tech or integrating their own system, which makes the Turkish deal more competitive than the Korean one. Maybe even some sort of barter, where Turkey agrees to only buy from them, vs buying something on the open market.
Something like D8 but for Defense cooperation. I think Turkey has the potential to essentially shut out all defense competitors in the Turkic and Islamic world, no reason from Kazakstan and Uzbekistan to be buying Russian or Chinese or French, when Turkey builds the same things.
If they build the ecosystem, it will be a 3rd or 4th Pole in this world.
