People think ICMBs are only about range, they don't understand its also about throw weight.

For example. South Korea is building this big boy, and it not because its Opps in North Korea are thousands of miles away, or it wants to bomb Russia, its because it gives a conventional strike option that is debilitating, without the use of nuclear weapons.

Basically the bigger the warhead, the shorter the distance, and Long range missiles can work as ICBMs or a massive conventional strike at a closer distance.
