When I was on the F-111 at Heyford, most jets have their own HAS-es, and if needed, we can sweep the wings and double stuff the HAS-es so that no jets are out in the ramps.

But the economic reality is that unless there is a need, most jets are parked on the flightline in neat rows. Hangars are for extensive maintenance. According to the Ukrainians, this operation took over one yr of planning and by 'planning', make no mistake and you can bet your next yr's salary, it mean Ukraine had HUMINT on these bases. They knew the daily patterns of how and when the jets are moved/parked, what jets are parked on which locations and how they are arrayed, and probably even time of scheduled maintenance. The damaged airplanes are no good for Russia, except for cannibalization for parts.

Finally, we can be sure that in the next few months, somehow some Russian air force generals will develop physical ailments similar to Joe Biden that they will 'accidentally' fall out windows of tall buildings.
