The $300B is Arab financed with strict conditions, and likely take years to fully implement, if ever. The Arabs aren’t handing Iran a free check to rebuild its military.

The 25 billion dollars is a part of the MOU you can read for yourself online. In both the American and Iranian versions this is mentioned. Arabs will give money to Iran anyways and their opinion is irrelevant. They weren't willing to defend themselves during the war.
