So could they be spying on somebody who is suspected of working for Iran...but not against the US. I doubt it explicitly says they have to be working against the US government. If some US citizen is working on the behalf of the Russians to target France then sure that puts them under surveillance and I'm sure the US would probably give French Intelligence the details about it.

Stingray is a localized surveillance tech mounted on a specific cell tower...not country wide.

Again when did the US government achieve the ability to transcribe every phone call in the US...so it can hand off ones mentioning something about Israel to Israel.
