ILLEGAL MIGRATION IS A PROBLEM FOR EVERY COUNTRY. Whether or not every Jose coming in, or every Jeet coming into the US, that's an issue.
But the issue is NOT going to be fixed by high profile arrest like this. You can try to round up as many people as you can, but when you start to arrest people, they go underground. You don't need to be a cop like me to know that. That's is the reason why the number is low on removal.
You need the trust of the illegal to arrest them, they won't just show up for work or courts so you can just arrest them when they know you are going to, nobody does that. Which mean you need LAW, NOT ENFORCEMENT, to tackle this problem, change the law, and make it harder to claim asylum, when people know there are virtually no prospect to stay, they WILL LEAVE.
The second issue you had is that Jose CAN claim asylum, if the condition is met, the I don't know what you know about how to claim Asylum, but not everyone gets it. My wife work Asylum Case , you need to be able to demostrate a lot of condition for a country to grant you an asylum, it's not like you show up, without doc, and you will be granted an asylum visa
Another issue here is that there aren't that many asylum applications here anyway. And the majority of asylum cases were NOT from South American countries, except Venezuela
