The deceased had already been pepper sprayed and was in the process of being arrested by other officers, when The ice officer in green pulled out his gun and just started shooting.

P.S. Per videos before the killing it looks like he had NO GUN in hand as alleged. His gun was in a holster and that is legal in Minnesota.
