This article was written six years after I noticed plaques and framed certificates from the Harris Corp. in a small town Tennessee police department, for completion of training for these devices.
BTW, I was called in to meet with a local sheriff deputy who was tipped off by the feds, who were tipped off by another small town in Tennessee (where ex-VP Al Gore lives) about a hit list they intercepted with my name on it.
What blew my mind were the pictures the officer showed me in large binders. Photos, like the police had someone right there with us, at private events, taking pictures. (Our cellphones were being swept up)
Again, these devices have been around for over twenty years, and the data collected is then passed along to the feds.
The handheld version, Kingfish, has been around since at least 2006.....

yes, but as I said Stingray is localized and temporary.
Do you think every lineman in the country is going to keep quiet if it was installed on every tower in the US?
