My wife was an O-4 (OF-3 from Swedish Army) and I was in the process of getting my line in the queue when I got separated. IF you think 1 star is bad? Full Bird is even worse because they become so competitive to get ahead of the bottle neck lol.

On the other hand, you can't think like an officer once you are in JCOS position or above, because you need to think of it in the big picture kind of way, you need a politician to be SecDef, not an Officer. Officer tend to not consider the part of the enlisted because you give order, they do as they were told, it's not gonna fly if you are on JCOS or SecDef (or Sec Army, Navy and so on) because 80% of the armed force are enlisted.

While I do agree with you a flag officer may not be the best choice to the job, I would say civilian probably WILL do a better job than any military leader regardless of rank. I mean SecDef is not general, they don't literally lead troop into war, they are some sort of management of the organisation. Which you don't need battlefield leadership to perform.
